Department of Corrections (DOC) officers Carlos Rivera, Chantal De Los Santos, and Stephanie Davila have been charged with federal crimes for allegedly smuggling contraband into the notorious jail. Shanequa Washington, a program counselor, and Kenneth Webster, a contractor, have also been charged, along with Kristopher Francisco, a former inmate.
Prosecutors say the six engaged in a criminal conspiracy to bring contraband into the prison. The contraband included various drugs, such as marijuana, oxycodone, fentanyl, and synthetic cannabinoids, according to the U.S. Attorney’s press release.
“Rikers Island is less safe, for inmates and officers alike, when corrections officers and others in positions of public trust accept bribes to smuggle contraband,” said U.S. Attorney Damian Williams in his statement. “As alleged, the defendants in these cases engaged in corruption for their own enrichment.”
If convicted, all six face sentences of 20 years behind bars.
Rikers Island has a recent history of DOC officers committing corrupt acts. In 2022, officers Krystle Burrell and Katrina Patterson pleaded guilty to charges stemming from accepting bribes for bringing contraband under the orders of Bloods gang members.
Earlier this year, DOC officer James Internicola pleaded guilty to lying about overtime hours and ultimately fraudulently collecting more than $170,000, according to a U.S. Attorney press release. Internicola was undone, in part, by his EZ Pazz toll records.
